In addition to meeting the current requirements to avoid tariffs, which would come after the reshoring of production and can take several years to operationalize and scale, President Trump can offer tariff flexibility now to U.S. companies undercut by Chinese firms and that commit toward investing in new American jobs.

President Trump has made it clear; all companies that import from China have to pay. This targeted plan is consistent with President Trump’s approach and keeps factories open, protects workers, creates new jobs, and puts America first.
HOW IT WORKS
Chinese companies will continue to pay the tariffs as determined by President Trump. If they are caught cheating, they should pay a fine.
American importers deemed eligible by President Trump will have a choice; continue to pay the tariffs or commit to expanding in the U.S. and paying new U.S. employees. This plan offers tariff flexibility only to help American companies compete against Chinese companies that don’t necessarily play fair or by President Trump’s rules. Approved American firms would be given a reasonable grace period to hire new workers, for example 18 or 24 months.
While the Trump Administration brokers a better trade deal with China and reshores the production of key sectors and products critical to national security and economic stability, there are non-strategic sectors employing millions of Americans that are struggling and need help now. These are jobs worth protecting.
